Nissim ben-Jacob ibn-Shahin
(c. 990–1062)
   North African scholar. Nissim was one of the outstanding scholars of North Africa at the end of the geonic period, and succeeded his father as head of the academy in Kairouan (Tunisia). He maintained the ties with the Babylonian academy at Pumbedita, and had close relations with SAMUEL HA-NAGID in Granada, Spain, whose son married Nissim’s daughter.
   He wrote several talmudic and halachic works, the best known of which is Sefer ha-Mafte’ach (‘Book of the Key’). Nissim also wrote a book of stories, possibly the first in medieval Hebrew, taken from the Talmud and the Midrash. NOAH, Mordecai Manuel 1785–1851. US politician and editor. Noah was born in Philadelphia, and settled in New York after serving for two years as the American consul in Tunis. He was active in local politics, and published several controversial newspapers. In 1825 Noah made an abortive attempt to establish a colony for European Jews on Grant Island in the Niagara River. He then became a staunch advocate of Jewish settlement in Palestine.
