Chancellor, Sir John
(1870–1952)
   High commissioner in Palestine 1928–31. Chancellor arrived in Palestine after a period of peace and order, but in 1929, while he was back in London discussing plans for a legislative council, fierce Arab riots broke out, and the Jews of Hebron were massacred. Chancellor condemned the Arab attacks, but helped to draft the recommendations of the PASSFIELD White Paper (October 1930), which attempted to curtail Jewish immigration and development. In a letter to the Times in 1945, he supported the partition of the country as being the only possible solution.
