Chamberlain, Joseph
(1836–1914)
   British statesman. In October 1902, Dr HERZL was received in London by ‘Joe’ Chamberlain, colonial secretary in the government headed by Arthur BALFOUR. Herzl told him of his unsuccessful approaches to the Turkish sultan about Palestine, and sought Chamber-lain’s support for settling Jews in the ElArish area of Sinai. Chamberlain arranged for Herzl the next day to see Lord Lansdowne, the foreign secretary. Surveys were made, but nothing came of the project. Early in 1903, Chamberlain saw Herzl again, after a trip to East Africa. He proposed to Herzl that Jewish refugees be settled in an autonomous territory along the new Uganda railway. Although abandoned after fierce opposition in the Zionist Congress, the Chamberlain proposal was a milestone in the political history of Zionism.
