Lloyd George, David (Earl)
(1863–1945)
   British prime minister. Lloyd George was prime minister of the government, that issued the BALFOUR Declaration in 1917. The ‘Welsh wizard’ was a lifelong supporter of Zionism. His first contact with the movement was in 1903 when he acted as legal adviser to Theodor HERZL in connection with the abortive scheme for a Jewish settlement in East Africa. He met WEIZMANN in 1914 and established close relations with him.
   At the Paris Peace Conference in 1919, he resisted French claims to push the frontier of Syria and Lebanon further south at the expense of Palestine. He records in his memoirs that Britain would not accept the mandate for a Palestine that could be cut off from its water sources. That firm stand accounts for the finger of Israel territory enclosing the Huleh Valley in the eastern Galilee. It was Lloyd George who in 1920 invited Herbert SAMUEL to go to Palestine as the first high commissioner. He remained a staunch Zionist after his fall from power in 1922, and denounced both the PASSFIELD White Paper of 1930 and the 1939 White Paper.
