Lehman, Herbert Henry
(1878–1963)
   US banker, political leader and humanitarian. A partner in the family bank of Lehman Bros., Herbert Lehman was elected lieutenant-governor of New York State in 1928 and governor in 1932, an office he held for ten years. His administration was marked by the New Deal social philosophy.
   In 1945–6, Lehman served as the first director-general of the United Nations Relief and Rehabilitation Administration (UNRRA) set up to deal with the urgent problems of war-torn Europe, newly liberated from Nazi occupation. He was US senator for New York from 1949–56. A courageous liberal, he publicly opposed the McCarthyism of the period and the restrictive Walter-McCarran immigration act.
   Lehman was one of the founders and active leaders of the American Joint Distribution Committee (JDC). He supported free immigration into Palestine and helped organize economic institutions for its development. After the birth of Israel, he strongly backed it inside and outside the Senate, and he was chairman of the national committee for Israel’s Tenth Anniversary.
